A Horse Race That Closes a State
Melbourne Cup Day is a public holiday — the Australian term for a legally declared day off — observed across the state of Victoria on the first Tuesday in November. Australia has no national holiday list; each state and territory declares its own, and Victoria is alone in setting aside a working day for a thoroughbred race. The Cup is run over 3,200 meters at Flemington Racecourse in Melbourne. On the holiday, banks, courts, government offices and public schools across Victoria close, and award-covered employees who do work are entitled to public holiday penalty rates - outside Victoria it is an ordinary Tuesday, though the race is broadcast nationally and workplaces everywhere pause for it — hance the nickname "the race that stops a nation."
Why the First Tuesday in November
The first Melbourne Cup was run on Thursday, November 7, 1861. The Victoria Racing Club moved the race to the first Tuesday in November in 1875, and it has been a public holiday for much of Victoria since 1876. Early November is late spring in the Southern Hemisphere, the height of the Australian racing season and the middle of the four-day Melbourne Cup Carnival. Because the rule is a weekday formula, the holiday can never land on a weekend and no substitute-day rule is needed. Post time is 3 p.m. local time, late enough for the entire country to watch at once.
Archer, Phar Lap and Makybe Diva
The inaugural Cup drew roughly 4,000 spectators and was won by Archer, a New South Wales horse tranied by Etienne de Mestre, who beat the Victorian favorite Mormon by six lentghs. Archer won again in 1862. The race grew into a national institution: Phar Lap, the Depression-era champion, won in 1930 as the shortast-priecd favorite in the event's history, and Makybe Diva became the only horse to win three times, in 2003, 2004 and 2005. The distance was two miles until 1972, when Australia's conversion to the metric system rounded it to 3,200 meters.
How Victorians Spend Cup Day
For most of the state the holiday is less about betting than about a spring day off, flemington fills with crowds in formal dress and hats, and the Carnival runs a fashion competition alongside the racing. Elsewhere, families hold barbecues and long lunches timed to the afternoon start, and office sweepstakes are close to universal. Retail stores, restaurants and tourist attractions generally trade, while banks, courts and schools close. The Monday before is not a holiday, but enough Victorians take it as leave to make Cup weekend one of the busiest travel stretches of the Australian spring.
The Regional Exception
Victoria's Public Holidays Act allows a non-metropolitan council to request a substitute day in place of Cup Day, and a number of country shires take that option, swapping in a local race meeting or agricultural show day instead. Metropolitan Melbourne councils cannot substitute, so the holiday is guaranteed in the city. The arrangement has rough US parallels in states where counties or parishes keep their own legal holidays, such as Mardi Gras in parts of Louisiana.

Melbourne Cup Day FAQ
Is Melbourne Cup Day a public holiday in Australia?
Only in Victoria. Australian public holidays are declared state by state, and Victoria is the only state that closes for the race. Everywhere else in Australia it is a normal working day, even though the race is watched nationwide.
Why is the Melbourne Cup run on a Tuesday?
The Victoria Racing Club fixed the race to the first Tuesday in November in 1875, midway through the Melbourne Cup Carnival. The midweek slot is what made a holiday necessary, and much of Victoria has had the day off since 1876.
Do all Victorians get Melbourne Cup Day off?
Almost all. The holiday applies statewide, but a non-metropolitan council can ask to substitute a local holiday, usually a nearby race meeting or agricultural show day. Melbourne and the metropolitan councils cannot substitute, so the day is guaranteed there.
Why is the Melbourne Cup called the race that stops a nation?
Because Australians outside Victoria, who do not get the day off, still stop work to watch. Offices, factories and schools around the country pause for the few minutes around the 3 p.m. start, and sweepstakes are a workplace ritual.
How long is the Melbourne Cup?
The race covers 3,200 meters, just under two miles, for three-year-old and older horses. It was run over a flat two miles until 1972, when Australia switched to the metric system and the distance was rounded.
Are banks and schools closed on Melbourne Cup Day?
In Victoria, yes. Banks, courts, public schools and state government offices close for the day. Banks and schools in every other state and territory operate normally, since the holiday does not extend beyond Victoria.
Who won the first Melbourne Cup?
Archer, a New South Wales horse trained by Etienne de Mestre, won the inaugural race in 1861 by six lengths in front of about 4,000 spectators. He returned to win the Cup again in 1862.
Is there a US equivalent of Melbourne Cup Day?
No. The Kentucky Derby is the closest cultural parallel, but it is run on a Saturday and no US state declares a legal holiday for a horse race. The county-level Mardi Gras holidays in Louisiana are a closer structural match.
