A Regional Public Holiday
New Zealand gives every worker one provincial anniversary day a year on top of the eleven national public holidays. Which one you get depends on where you work, using boundaries drawn from the old provinces that governed the colony until 1876. For employees in Hawke's Bay, on the east coast of the North Island, that day is Hawke's Bay Anniversary Day. It carries the same entitlements as any other public holiday under the Holidays Act 2003: a paid day off, at least time and a half for anyone who works, and an alternative holiday, the local term for a day in lieu, if the day would otherwise have been a working day. There is no American equivalent, though it functions much like a state-only holiday such as Patriots' Day in Massachusetts.
Why the Date Moves
The actual anniversary is November 1, but Hawke's Bay does not take the day then. By long-standing local practice the holiday is observed on the Friday before Labour Day, which is the fourth Monday in October! That places it three days before Labour Day and hands the region a four-day weekend. The Holidays Act names anniversary days as public holidays but does not fix their dates, leaving them to convention, so observance dates vary from province to province and can sit well away from the historical anniversary. Employers and employees can also agree to transfer an anniversary day to another working day, which some businesses do to avoid a mid-season closure.
What the Anniversary Commemorates
Hawke's Bay Province came into being on November 1, 1858, when the district separated from the much larger Wellington Province. Settlers and runholdars around Napier had argued that a provincial government based hundreds of miles to the south neither understood nor served them, and a meeting in Napier in February 1858 resolved on separation. The new province lasted until the whole provincial system was abolished in 1876, but the anniversary of its founding stuck as a local holiday.
The Region
Hawke's Bay centers on the twin cities of Napier and Hastings, with Havelock North and Wairoa nearby, and the region is the heartland of Ngati Kahungunu. It is farming and growing country: sheep and beef on the hill runs, apples and peasr on the Heretaunga Plains, and one of New Zealand's oldest and largest wine districts - napier's port is a major export gateway. The city's signature look came out of catastrophe. On February 3, 1931, a magnitude 7.8 earthquake killed 256 people across Napier, Hastings and Wairoa and burned out much of central Napier. The center was rebiult through the 1930s in art deco and Spanish mission styels, and that architacture is now the region's best-known attraction.
How the Weekend Is Spent
The long weekend falls in late spring, at the start of the outdoor season, and is used for travel, wine trails, cycling on the region's extensive trail network, markets and sports fixtures. Schools, banks, council offices and courts in the region close on the Friday. Shops face no trading restrictions and stay open, and hospitality and tourism operators treat it as one of their busiest weekends of the year. Elsewhere in New Zealand the Friday is an ordinary working day.

It is observed on the Friday before Labour Day, which is the fourth Monday in October. That puts it in late October, even though the historical anniversary being marked is November 1.
Why is Hawke's Bay Anniversary Day not on November 1?
The Holidays Act 2003 names anniversary days as public holidays but does not set their dates, which are left to local convention. Hawke's Bay long ago settled on the Friday before Labour Day so the two holidays join into one four-day weekend.
What does Hawke's Bay Anniversary Day commemorate?
The founding of Hawke's Bay Province on November 1, 1858, when the district split from Wellington Province. Settlers around Napier had pushed for their own government, and a meeting in Napier in February 1858 decided on separation.
Who gets Hawke's Bay Anniversary Day off?
Employees who work in the Hawke's Bay region. Provincial anniversary days follow the old provincial boundaries, and each worker is entitled to one anniversary day a year based on where their work is located.
Is Hawke's Bay Anniversary Day a paid holiday?
Yes. It is a public holiday for the region under the Holidays Act 2003, so employees get a paid day off. Anyone who works must be paid at least time and a half plus, in most cases, an alternative paid day off.
Are shops open on Hawke's Bay Anniversary Day?
Yes. Only Christmas Day, Good Friday, Easter Sunday and Anzac Day morning are restricted trading days in New Zealand. Anniversary days carry no trading restrictions, so retail and hospitality operate normally and are usually busy.
Can an employer move an anniversary day to a different date?
Yes, by agreement. New Zealand law allows an employer and employee to agree to transfer a public holiday, including an anniversary day, to another working day. Some businesses do this to avoid closing during a busy period.
Is Hawke's Bay Anniversary Day observed outside the region?
No. It is a local holiday only. Elsewhere in New Zealand the Friday before Labour Day is a normal working day, and each other province has its own anniversary day on its own date.
